• an advisory group to the Pastor, accountable to the parish and the Diocese for carrying out the parish mission
• the structure through which parishioners can participate in the decisions that affect their lives within the church community
• provides vision and direction for the parish by reflecting on the past while planning for the future
• provides leadership to the parish by
  • establishing and implementing pastoral priorities
  • defining the mission of the parish
  • instituting processes that provide for the prayerful development of long-range goals and short-term objectives
